Investigating Puppy Smuggling: Turning Evidence Into Legislative Change
Last week marked a significant milestone in the fight against puppy smuggling, as Danny Chambers MP's Private Member’s Bill passed its second reading in Parliament. With government backing, this legislation is a vital step toward ending the exploitation of the Pet Travel Scheme, which has allowed unscrupulous traders to profit at the expense of animal welfare. Tracks Investigations is proud to have played a key role in supporting this campaign with the critical evidence needed to push for legislative reform.
The story began over a decade ago when the Dogs Trust, then with no experience of conducting investigations, approached us. Recognising the urgent need for solid evidence to drive their campaign, they entrusted Tracks Investigations to uncover the scale and cruelty of the puppy smuggling trade. This collaboration marked the start of an unprecedented investigative effort, spanning source countries, UK sales networks, and border control points.
Uncovering the Trade

In Source Countries: In countries like Hungary, Romania, and Lithuania, we revealed the grim conditions of puppy farms, where dogs were bred in appalling environments. We also exposed unscrupulous vets willing to falsify pet passports, enabling the smuggling of underage and unvaccinated puppies.
At Border Control Points: At key entry points such as Calais and Dover, we demonstrated a shocking lack of scrutiny, even smuggling a stuffed toy dog across the border multiple times to highlight these systemic failings.
In the UK: Our work brought to light illegal sales taking place in motorway service areas, homes, and other locations. These investigations led to puppies being seized by Trading Standards and exposed the ease with which smuggled dogs entered the market.

The evidence we gathered was instrumental in transforming puppy smuggling from a little-known issue into one of the UK's most pressing animal welfare concerns. Major media outlets such as the BBC, ITV, Sky, The Times, and The Daily Mail covered our findings, raising public awareness and building momentum for legislative action.
Armed with this evidence, the Dogs Trust lobbied tirelessly in Parliament. Despite setbacks—including the shelving of the Kept Animals Bill in 2023—the campaign persisted, demonstrating the importance of resilience and collaboration in driving systemic change.
